Fire Safety

For the purpose of compliance with the fire safety regulations, the company has established the fire safety department which developed and introduced the internal fire safety regulations for the company employees, production, territory, buildings and facilities.

Every new employee is admitted to work only upon successful completion of the fire safety training.

The fire safety training is conducted by the specialists of the fire safety department and by the heads of the organizational units in the form of fire safety briefings and basic courses.

The fire evacuation instruction was developed for the facilities with more than 50 employees. Fire evacuation training is conducted at least half-yearly.

During this 2015 year, the specialists of the fire safety department are focused on the prevention of fires and mitigation of their consequences.

Besides, the company has established the fire prevention committee to prevent fires at the production and storage facilities.

All of the oil refinery facilities are equipped with fire and security alarm and automatic fire-extinguishing system. Light and audible signalling systems are run into the control rooms. The oil refinery perimeter is monitored by the security system which includes radio-wave sensors, fixed video surveillance systems and secure lighting systems. Rotating zoomed video cameras ensure permanent control over the oil refinery facilities. Total 190 video cameras are installed and operate.

A fire station, the largest fire-fighting facility in Tyumen, is currently under construction at Society with Limited Liability “Oil Refining Plant” (LLC North Kuzbass Oil). The facility is expected to be put into operation at an early date and will secure the fire safety and fire protection needs of the Society with Limited Liability “Oil Refining Plant” (LLC North Kuzbass Oil) on the contractual basis.

At this stage, the integrated automatic equipment and heat and power supply systems have been already installed with the relevant precommissioning operations being successfully completed. The fire station was designed and constructed with due regard to the current requirements to training and habitability of fire fighters.

The fire station is a structure that includes several buildings and other special purpose installations. The administrative building has dormitory living facilities where personnel without specific station duties during the night shift are allowed to sleep unless a dispatch is called. Besides, the building has messes and rooms for continuing education and training in the fire service as well as work areas for the use of fire fighters. A parking garage for fire-engines and related vehicles, a washing room for vehicles and fire hoses as well as foaming agent storage are located on the ground floor. The building is equipped with an electric hoist to hang hoses to dry.

The fire station has 10 gates: 6 – for fire-fighting crews, 2 – for gas rescue unit, and 2 – for reserve fire-engines and related vehicles.  

A special outdoor training area for psychological preparation of fire fighters is currently under construction. A crew-training facility is equipped with special smoke ejectors and a firefighter survival maze as well as other simulators to train and test fire fighters under field operating conditions.

When smoke ejectors are used for the training purposes, for example, training in the evacuation from the smoke-filled rooms, trainees wear personal protection equipment and self-contained breathing apparatus.

Upon completion of construction and commissioning of the facility, it will be operated by “Fire Station No. 1” (a limited liability company).

For the purpose of compliance with the industrial and fire safety regulations, the company has entered into contracts with the following professional emergency rescue organizations:

The company has formed a non-staff search-and-rescue unit to ensure the required regulatory level of the oil refinery fire safety and to perform search-and-rescue and other emergency operations. The unit consists of 123 guards.

In August 2015, the sanitary service of the company search-and-rescue unit became a leader in the municipal inspecting contest of the services of non-staff search-and-rescue units among the companies and enterprises of the city of Tyumen.
